SWINDON FOSTER CARERS ASSOCIATION
CONSTITUTION

1. Name

The organisation shall be known as the Swindon Foster Carers Association (SFCA).

 

2. Legal Status

The Association operates as a Community Interest Company (CIC), functioning for the benefit of foster carers, fostering families and the wider fostering community in Swindon.

 

3. Purpose and Objectives

The purpose of the Association is to:

  • Support foster carers and fostering families.
  • Provide wellbeing, training and community events.
  • Strengthen relationships with Swindon Borough Council.
  • Advocate for the needs and experiences of foster carers.
  • Promote the welfare, stability and positive outcomes of children in care.
  • Create opportunities for connection, peer support and shared learning.

 

4. Membership

Membership is open to:

  • Approved foster carers in Swindon.
  • Connected persons carers.
  • Special guardians (where appropriate).
  • Committee members and Directors.

Membership may be withdrawn if behaviour breaches the Code of Conduct or undermines the Association.

 

5. Directors

The Association shall have a minimum of three Directors responsible for:

  • Governance
  • Compliance
  • Financial oversight
  • Strategic direction

Directors may also hold committee roles.

 

6. Committee Structure

The committee shall include:

  • Chair
  • Treasurer
  • Events Leads
  • Liaison Officers
  • General Committee Members
  • Optional roles: Secretary, Communications Officer

Committee members have equal voting rights.

 

7. Meetings

  • A minimum of four meetings per year.
  • Additional meetings may be held as required.
  • Agendas will be shared in advance.
  • Minutes will be recorded and shared with the committee.

 

8. Quorum

A meeting is quorate when:

  • At least three committee members are present, and
  • At least one Director is present.

 

9. Decision Making

  • Decisions are made by simple majority vote.
  • All committee members have one vote.
  • Directors may hold a casting vote if required.

 

10. Finance

  • The Treasurer oversees financial matters.
  • The Association will maintain transparent financial records.
  • Funds must be used solely for the benefit of the fostering community.

 

11. Safeguarding

The Association is committed to safeguarding children and vulnerable adults. Committee members must:

  • Follow safeguarding principles
  • Report concerns appropriately
  • Maintain confidentiality

 

12. Data Protection

The Association will comply with GDPR. Committee members must:

  • Handle data responsibly
  • Maintain confidentiality
  • Use secure communication methods

 

13. Amendments to the Constitution Amendments may be made by:

  • A majority vote at a committee meeting, and
  • Approval by the Directors.

 

14. Dissolution

If the Association is dissolved:

  • Remaining assets must be used for community benefit.
  • No assets may be distributed to members personally.
